When Sam was blown into the harbour while still strapped into his buggy, George, 63, was alerted by his mother Kate's screams and dived into the water, managing to pull the buggy to the quayside.
"Mr Reeder remains very modest about the whole thing but this was an extremely brave act as he put his own life at risk in order to save Sam," said Cllr Edney. "Somerset is very proud of what he did."
Mr Reeder thanked the council for the honour and said he was grateful for the gifts but added: "But I was just working as part of a team who helped save the baby. Everyone else did their bit too. I am glad we had a positive result."
