SIR — Let's not throw all the blame the Government's way or keep blaming climate change for the flooding problem even though they must affect it a little bit.
The blame must be put mainly on councils who are ignoring the flood plains and building new estates knowing that there is nowhere for the water to go.
In West Somerset, take a look at where the water is lying now - believe it or not, this is what the council regards as prime building land.
Some of the blame must also be taken by some farmers for not digging ditches and ploughing their fields down not across, thus causing the water to pour onto the roads.
Successive councillors have raised their eyebrows and said "Not my fault". But my question is, whose responsibility is it?
