Officers arrested and bailed a 16 and 17-year-old in connection with the incident, which happened in Williton on November 25.
This week, police issued an appeal for information about the incident and said the condition of the ill teenager, who is from Taunton, was improving.
Inspector Lisa Simpson, of Minehead police, said further arrests could still be made.
She said: "I would ask the public to come forward with information and work with us to resolve this very unfortunate incident.
"Any situation that involves risk or ill-health to young people is extremely sad and can be very difficult for their families, friends and local community. However, I would urge people to speak to police rather than take any actions themselves."
The 17-year-old was rushed to hospital following the incident and police are warning other young people not to put themselves at risk by taking drugs.
Mrs Simpson added: "I urge young people to avoid taking anything other than personally prescribed drugs, particularly in light of recent events.
"The festive party season can sometimes bring with it issues relating to alcohol and drugs and people should remember that one of the risks of taking drugs is that you don't always know what's in it.
"We currently don't know what the drug is that's causing the problem. It could be something that is of an unusually high strength or that it has been mixed with something unpleasant.
"Some people have stronger reactions, both physically and psychologically, than others to some substances and it is never worth the risk.
"Our overriding priority at the moment is to safeguard people's well-being. They can help control the problem by not taking any illegal substances."
